Current Location Position: Sr.Business Analysts with Portfolio experience Location: London, UK Duration: 3 months (Contract) Rate: Open Purpose of Job The role holders will manage, or contribute to, the process to identify, scope & define opportunities for business improvement, conduct assessments of the impact of new work and produce investment analyses and business cases for consideration by management, the Portfolio Group and other external bodies. Main Responsibilities • Manages, or contributes to, the delivery of: • Commissioning new projects and programmes into the Portfolio • Scoping, definition, prioritization and analysis of business improvement initiatives • Identification of high level requirements and benefits for potential policing improvements • The analysis of impact on the portfolio and on policing • The initial business cases to support the decision-making and approval processes • Ensures that business improvement opportunities are aligned with policing priorities and that benefits and value are clear. • Liaise with Unit Managers across the organization regarding new business opportunities • Provides expert support and advice in the management and realization of programme and project benefits. • Provides quality assurance for all portfolio products. • Contributes to the continuing development and improvement of Portfolio Management Group portfolio processes and approaches. • Carries out other reasonable duties consistent with the scope & seniority of the role. Deliverables • The Interim Business Analyst is expected to deliver: • Initial analysis and assessments of new initiatives, business cases, benefits planning and associated documentation. • Advice on the organization arrangements for appropriate programmes, including governance structures and project objectives. • Where required, documented development of new procedures and processes aligned to the expectations of both external bodies and internal units. Knowledge and Skills Requirements • In-depth understanding of the principles underpinning business analysis and experience in business case development, requirements definition and benefits management • Excellent negotiation and communication skills with experience of negotiating with demanding customers in a complex, high pressure, multi stakeholder environment • Strong project and program management experience in a challenging stakeholder environment with knowledge of project management tools and methodology such as Prince 2 & Managing Successful Programmes • Experience and understanding of priorities & policy in the policing and criminal justice sector and in the wider UK Government arena • Experience of promoting equality and diversity in the workplace • An efficient & experienced use of Microsoft Office products, including MS Visio and MS Project • Basic security clearance for the Home Office – BPSS (Baseline Personnel Security Standard) Aptitudes and Abilities • The contractor must possess and display the following aptitudes, abilities and attributes: • Well developed strategic thinking and planning skills • Strong influencing skills at senior level to take forward business opportunities • Excellent analytical skills, to critically evaluate information and identify options and opportunities • Excellent interpersonal skills to interact and negotiate with customers, staff at all levels • Good facilitation skills to design and lead workshops to elicit information from strategic and operational perspectives • Well developed written skills with the ability to compile and author reports to meet diverse stakeholder and business needs so that information is communicated effectively • Good presentation skills to communicate information effectively to a wide range of audiences • Well developed organizational skills to manage a diverse and heavy workload and to work productively on own initiative. Performance Monitoring • The contractor will be allocated to the Portfolio Management Group reporting to the Interim Delivery Manager. • At the commencement of the contract, the Contractor and the Authority shall agree timescales and quality criteria for the task. • The Contractor’s progress against allocated task(s) timescales and quality criteria shall be reviewed on a monthly basis by the Contractor and the Authority’s representatives (when appropriate). Location and hours of Work • The contractor will be based in London and may occasionally be required to visit other locations within the UK in order to undertake the required work packages. • The contractor is expected to be available to work 5 days per week (Monday – Friday). The Authority is not charged overtime for additional hours the Contractor’s nominated employee is required to work. Thanks & Regards, Daniel.
