Domain Auction in PHP and MYSQL

We are looking for proposals do create a domain auction site using PHP and MYSQL,the site should be able to show multiple currencys and have most of the features of auction.names123.com excluding the SMS (may add later price if possibility) also it must have an apprails system as www.shoutloud.com
