Mail server setup scripts

We need a solution that will allow a web site to setup mail accounts on a mail server and provide the new account holders with an exe file to set their mail clients.
We are happy to look at either Unix based or NT based solutions.
Please quote for scripting and software costs (if necessary - excluding NT/2000 and IIS!)
