Dynamic Flash MP3 Player

We are looking for a UK Flash developer to create an MP3 Player.
The design of the flash player is to be similar to the www.flashkit.com flash player.
The basic requirements of the player are as follows:
1) Flash player must play an MP3 file saved on the servers hard drive, based upon the filepath passed into the player, i.e. d:/MyMusic/PlayThisFile.MP3,
unless anyone knows of a better way of doing this??
2) A simple play/stop button.
3) The player must stream the music, without the end user having to download the complete MP3 file before listening to the file.
Please provide timescales, and costings. The successful applicant will be based upon the above.
