membership area on skate site

I want a membership area on my site. This is how i want it to work: you sign in, then you can upload various photos, links to videos sources and make your own profile. When a person signs up, they would get a reproduced page such as (http://www.skater-reviews.net/chrism.htm, the design is going to change) and they would have a profile page. The content on their pages would be able to be changed somewhat. The membership area itself would have a different design and it would have a "community" type of feel to it, mostly because Skater-Reviews is a community. A rating system for the photos and videos that the users submitted would be present. And a search page for the pictures and videos would also be present. When newcoming members sign up through the form, their email adress would automatically be sent to my mailing list manager (mojo mail). I would also like a NEW design such as on skateboard.com (same color scheme, same flow BUT different design) I would like this for INCREDIBLY CHEAP. A designer/programmer link and logo will be present. This will be a high traffic site for maximum exposure. Once my budget increases i will pay designer MUCH more to take their logo link off my page.
