Generic website design for construction industry required

A unique, generic web template is required for a set of interlinked construction sites.

The design will be used as the base for several linked sites which provide information about the services provided by construction companies. The areas covered are-

Alarm/Security Systems
Architects
Builders
Carpenters/Joiners
Decorators
Driveways/Paving
Electricians
Fencing
Flooring
Glaziers
Heating
Insulation
Landscapers
Locksmiths
Plasterers
Plumbers
Roofing
Tilers

Quality is the important factor here, we expect to use the design extensively and would be prepared to discuss renumeration based on any of the following-

Set fee
Per site fee
Equity, Preference shares & dividends

We require that the design is supplied with artwork that complements the look and can be used to suggest the services shown above.

It is also important that the code is clean and lean, changes will be made to it to allow end users to update their site so complex html generated by some packages may have to be hand edited prior to handover.
