Web server configuration application / URL re-wriitng

OK..forgive me for my vagueness of lack of technical breifing skills...but the porject is closely related to webservers and content management systems and the URL's they produce,

We are looking to create an application that can be built in order to configure a range of website set ups (server and CMS)so that long parameter filled urls such site.com?var1=1094&var2=475&var3+jty, can be re-written/mapped to simpler url structures designed to replicate a simple directory structure like so...site.com/cat1/cat2/prod3.

The application is intended to be a licensable application.

We need a competent individual or group of them to discuss feasibility of our ideas, consider scopes for development of the application, and eventually cut the code required to build it.

We feel relevant skills will include sever programming and configuration, scritping languages, and a deep understanding of database driven dynamic websites and content management systems.
