Programmer (java?) needed for simple project

At www.changemagic.com/unstick.php there's an interactive problem solving tool that in reality is a random text generator, picking from 180 questions every time the page is refreshed. I want to turn this into a standalone PC/PDA program, perhaps using Java, that has the following features:

(*)Ability for me to load in a question table and then distribute the program as a single file, so that I can update the question list from time to time

(?)Preferably with the questions stored in a way that they are unreadable by viewing the program source

(*)A window layout with graphics similar to that on the PHP web page

(?)Perhaps some kind of copy protection that requires a simple key to be entered to activate?

(?)Even better, a demo mode that selects from a limited question set for when the program is unlicensed

In the first instance, please send me a price quote, broken down into the 'must have' functionality (*) and then the 'like to have' functionality (?)

There is no deadline for delivery of this program.
