Browser plugin

We have a charity client whose members want to be able to self-exclude themselves from internet gambling sites. There is a commercial site that provides this service, but it's not cheap...
If you think you could code a plugin which a client may voluntarily load, which would watch for a set of keywords on a page, and, if present, redirect the browser, then please contact me. We can provide an xml source for the keywords, and redirection targets, etc: it's just the plugin we're after.
If this interests you, then please: tell me roughly how you would approach this; how much; and how long you wuld need. Details of similar previous verifiable experience would help too.
