Simple web address filter

A National Charity needs a downloadable web-filter to allow people with a gambling addiction to prevent themselves accessing any gambling site or game.

This program needs to be as simple and fool-proof as possible...

... downloadable and easy to install
... regularly and automatically obtains/refreshes keyword blacklist from an .asp page on our server
... on detection of a request for or a response from an url containing a keyword immediately redirects the user to a webpage on our site
... needs a key for removal (obtainable only from us on request)

We'll write an .asp page to deliver the blacklisted keywords in any format you require. The list will be large, and will consist of url fragments/ip addresses.

We don't want to do this by way of a proxy server.

Please respond with your own details including some references to work already done, an outline of how you would achieve our requirement, and either a price to write the program, or your rate and an estimate of time required.
