Search Engine Optimisation

I have a website for motor dealers and want some one to increase its ranking in
major search engines. I had some on ealready working on this website before but
he cant work on this website any more. He improved our website alot but it is
still not in first few pages.
Please apply with time scale (I understand this is time consuming task),
cost and what you will be doing to improve its ranking.
