Linking building (SEO)

I am looking for someone to build relevant, quality links on an on going basis to a finance related website - http://www.maxxsave.co.uk
Please note I am looking for relevant, quality ONW-WAY links that will improve the site's search engine ranking. (I do NOT want any directory submissions, link farms, 3 way links, etc.)
Please give me a brief history of your link building experience, a rough outline of your strategy and your rates (be this per hour or per link)
