MySQL Database Guru

I need a freelancer with a good understanding of MySQL (4.x) and database design. In brief I currently have a database table holding 19 Million records. What I want to do is query those records as part of a new feature for my website.
I have spent a lot of time trying to query these records in sub second timing by adding appropriate indexes and optimizing the format of the table fields. This has met with little success.
I have developed a new structure for the application by splitting the existing table into several hundred smaller tables, which can obviously be queried much more efficiently. I have used MyISAM merge tables where appropriate for queries across a group of connected tables.
What I need is either:
1. Someone to take the time to setup this new database structure and work with me to devise a clear way to update this with the existing tables’ data and further develop a method of keeping the new database updated on a daily basis. In this regard some knowledge of PHP would be helpful, but not essential.
2. Someone to present me with an alternative method that will achieve my goals
I am happy to provide more information to any interested applicants.
