Dynamic Desktop Application required

We are looking to have developed initially for a website a dynamic desktop application that will offer the following:

* Dynamic calendar that can be updated remotely (taking information from a MySQL datasource)
* Automatic update of wallpapers – showing a new wallpaper each day from a library of available wallpapers. Ability for new wallpapers to be added and pushed to the desktop (or the desktop check regularly for updates and pull the data from the server)
* A screensaver (we will provide this)
* Allow the administrators to add news items to be pushed to the desktop.
* One click from the desktop through to the site

We would envisage this being built in C++ however would happily consider other options.

Whilst this could be built by a remote worker, preference would be given to anyone that can work from our offices in North Kent (near M25/Dartford Tunnel) as we feel a good amount of discussion between us and the developers would be needed.

A more indepth brief is available to anyone who feels they have the skills to develop this.
