Build replica of another site in CGI/ASP/PHP/PERL you choose

I am looking for someone to build me a site with the same functionality as:
http://anonymouse.org/anonwww.html
It can be written in any language as long as it does exactly the same.
ie, Call a URL and pass it a URL to view, this then visits the page on the users behalf and thus gives the user total anonimity, ie no browser info, http referer, ip address, etc passed to the site being viewed.
The system, must also allow the user to pass in the URL of an image and have that returned, ie:
This would display the google logo, but have passed no data to google.
Please provide a price and delivery date.
