Database Needed? (Was RE:Data Entry)

Source OS *has* to be Windoze (i.e. The trained monkey will be entering the
data on a win platform). Target OS can be anything. Apps will be bought for
the job. Several thousand entrys, possibly as high as 20K. Budget is
ummm.....gimme some prices and I'll smile or scream ;o)
Opinions so far:
- Coldfusion is Pants, but no more so than badly handled MySQL/PHP...
- Access/Excel have been mentioned, but I assume they are no way near up to
this kind of volume....
If I rephrase the initial question.
1. Which would be the easiest for me to pick up, yet still suited to the
job? (Windows child im afraid, but some unix skills)
2. Which is best suited for the job if I contract it out and who wants to do
it??
