answers to your questions:
1) You're right about Coldfusion although one of its strengths is that as a
newbie you'll probably get up and running quickly with it (relatively
speaking, lol)! Of course you will be sacrificing flexibility. Don't
discount Access especially if you've used it before, the volume wouldn't be
a problem and if there were only one or two people editing records
concurrently then record locking wouldn't be a problem.
In fact if you don't mind MS bloatware and horrible HTML code then you
could quickly cobble something together using Access for the back end and
Frontpage (shudder) for producing a suitable asp page for the front. Of
course this would necessitate running the whole shebang on an NT server.
2) Easiest option by far would be to let me do it all for you, I can
promise a fair price and guarantee work of the highest quality. Mail me
