I think it's really a case of would they benefit your website, rather than I
must do them all the time, or never.

Some sites do well with them, it's a nice introduction to the site and can
help with compatibility issues.

I have made a few splash screens in my time, but not on every site I've ever
worked on, you just have to see if it suites the site you're working on.
