Server side includes - some recommendations

There are a couple of good (I presume you're on a Win32 of some sort)
free personal web servers out there to test things locally.
Apache - http://www.apache.org.uk/dist/binaries/win32/
Getting this running is a bit involved, but it is the best web server
out there, and will be perfectly happy serving pages up locally on a
Win9x machine (probably faster on NT, but I don't have any experience
of Apache on Win32..YMMV). Does anything you could possibly want.
This is what I'll be running once I have my lan up and functional
(and not still in pieces as it is at the minute!)
Omni HTTPd - http://www.omnicron.ab.ca/httpd/download.html#normal
This is the one I use here to test pages on my Win98 box. Pretty easy
to set up and not too taxing on resources. Does SSI, CGI, etc.
Xitami Web Server - http://www.xitami.com/download.htm
Used this as an intranet server in a place I worked a while back.
Solid, nice and simple. Used it here for a bit as well. Supports all
the usual server things.
