Yet Another Bulletin Board from http://www.yabb.org is a great free perl
board (not GPL but proprietary licence) about to be launched in its Version
1 Final.
Version 2 is probably worth waiting for...

Actually imv there doesn't seem to be much in it in terms of cost between
static and dynamic (unless of course you want to use commercial software
like Cold Fusion when no doubt the cost will rocket!...
