News ticker on desktop

We have a database on a webserver that we want to access from a news ticker.
The idea is that the client downloads it from a website then installs it as
an application. It then runs on their desktop and polls the database every
now and again to refresh itself. Has anyone seen such a thing? or have any
idea where we can get one?
