cgi script to alow uploading information

I would be extremely grateful if someone can help me out on this:

One of my projects is a listing of artists and designers, where each =
designer has a profile along with contact details and a mini-folio. I =
have up till now uploaded everything after moderation by myself, but am =
considering allowing users to upload and update information themselves - =
I know I shall need CGI for this - firstly, I know a lot of ISP's will =
not allow you to use third party CGI-scripts and secondly - I am not =
sure where to get these CGI-scripts from - and will they cost me =
anything (the only one I have seen does). As this is (currently) a free =
to use project, I do not want to spend excessive time and money on it =
.....=20

In addition to wanting cgi to upload images, I also need a cgi script to =
allow uploading text , but I would like users to enter info on aform and =
this info is entered into a preformatted "paragraph" and that these =
paragraghs should follow consecutively on a page

any pointers are extremely welcome
