If it is a good ISP, you just need to ask them, and they will do so.
If they are buying a secure certificate for you, they will need
some information about you (and your company if you have one) - you
have to be able to prove to their satisfaction that you are who you
say you are - as this is effectively what the secure certificate
does.
Individual certificates from a company like Thawte cost around £100
although some ISPs may have bulk arrangements which mean they can
sell to you cheaper.
Some ISPs offer space on a secure machine, so you don't need to
buy your own certificate. Then you just put the pages you need
secured on that machine, and call them appropriately.
