Kylix is based on Delphi so the language is pascal.
I've never used it mainly because I've always used Delphi for client side
programming (a small site specific browser here, an instant messaging client
there). Delphi, ASPack and inf-tool are a perfect combination for creating
decent programs with small download footprints (800k for a fully functional
IM system including full install and uninstall routines).
From memory I thought Borland were trying to sell it as a means of porting
your delphi based windows program to linux (the argument being that the
operating system costs less and there are less opportunities under linux for
users to mess things up and break stuff).
I can see a market for that but I'm not sure what you'd gain from using it
to create websites. Perl, php or java are probably far quicker to write and
more portable.
