contract question

Looking for suggestions here.........
We have a client with an initial budget and a very vague brief - it looks
like being an ongoing project, possibly involving staged payments, up to a
maximum of twice the initial budget (are you following?) but as this is all
dependant upon his accountant and our flexibility, I'm finding it impossible
to draw up a satisfactory contract. It is either so vague as to be almost
meaningless (and unenforceable) or fairly watertight but making no allowance
for possible future developments.
If I had any hair I'd be tearing it out - anyone had to draw up a similar
agreement willing to share the benefits of their experience? Please.....
