why don't you tie the work to an approved time allocation based upon the
budget. Therefore it can be enforced due to 'time spent', it will also
encourage them to think about what they want due to a finite resource
situation.

Looking for suggestions here.........
We have a client with an initial budget and a very vague brief - it looks
like being an ongoing project, possibly involving staged payments, up to a
maximum of twice the initial budget (are you following?) but as this is all
dependant upon his accountant and our flexibility, I'm finding it impossible
to draw up a satisfactory contract. It is either so vague as to be almost
meaningless (and unenforceable) or fairly watertight but making no allowance
for possible future developments.
If I had any hair I'd be tearing it out - anyone had to draw up a similar
agreement willing to share the benefits of their experience? Please.....
