Most artistic endeavours require some kind of technique so I guess a course
in Web Design even if it were more aesthetically orientated would have to
cover both design and development. Otherwise the only thing one might
qualify for might be to teach art. or claim JSA.
BTW when I did Fine art they used to give special seminars at the end of the
course on how to sign on the dole for the rest of your life.
