Apparently it's a FrontPage thang! (Format > Shared Borders)
It's been discussed today on another list, but it's obviously an add on that
we've not got installed!

Sounds like an interesting approach. Hope it works. I'm not sure what
border properties on a page do--I do most of my HTML for HTML help,
can't say I've noticed that attribute in the 4.0 standard, is it a 4.01
thing?I suppose you have to find something that works with browsers that
don't support CSS and HTML 4.x properly, otherwise you could just have
altered it to background: fixed (or background-attachment) in the style
sheet.
