Nick, I agreed with your similar rant the other day, but didn't have the
time or inclination to write a monologue on the subject. Feel free to email

No the BBC provides a captive audience for adverts on other stations because
poor people will watch any old crap to get their moneys worth from the £109
Licence Fee. Which was so I understand the main reason why the IBA used to
and probably still is in favour of the Licence fee.

Now that Digital TV has arrived and people can not only access TV but the
Internet and a multitude of other digital content which is fast breaking
down the distinctions between the Web and TV it seems to me that the Licence
as it stands at the moment as a subscription based on the equipment may
become illegal I believe because it will mean BBC (through no fault of it's
own) are in effect charging for access to materiel it has not originated and
one could argue infringing copyrights, and unlike with the IBA there are no
agreements or special broadcasting licences between the multitude of Content
providers and the government.

Which means the Licence fee will either have to be abolished as it stands at
present or the Internet will have to become heavily regulated and controlled
in the UK on a Licence system so the all web content providers will need
some kind of special broadcasting licence, in effect an agreement or
contractual waiver which will allow the BBC to charge an access fee for all
Web Content originated in the UK including Web TV. Though I dare say this
would be untenable given that people in other countries could I suppose also
claim the BBC Licence is in effect in breach of International copyright laws

Anyway it's only a theory I have which seems so earth shattering I suspect I
must be wrong? Or am I the only person in the entire world crazy enough to
have realised something so unthinkable?
