Ah I can see what you problem is now and have come across this myself.
If you can only get 16 bit which is 65000 colours it most likely means that
your monitor, video card, or driver doesn't support more than that at a
particular resolution.
Solution; If you have the resolution set to e.g.; 1024 x 768 try 800 x 600
or if greater than 1024 x 768 try the next resolution down. I think you'll
find you will then be able to set the colours to Truecolor at the lower
resolution.
I think this will work, but if you like to work at a particularly high
resolution apart from upgrading I think you will have to make do with 16 bit
Hicolor.
Saying that though 16 bit Hicolor is usually adequate and in my case even
though my rather old (but good, it's as long as a 50s TV and needs to be
propped up on a piece of wood) IBM monitor is capable of running Truecolor
at 1024 x 768 or greater. I tend to use 16 bit hicolor because there seems
no point in adding unnecessary stress to the system especially since to the
eye there is very little difference between Truecolor and Hicolor and it's
adequate even for graphics. The other thing is with Truecolor it can cause
problems if you like to play games from time to time. Some games just really
mess up in Truecolor and to make life simple it's best avoided.

make sure you have the correct drivers installed, the from display
properties change the colour depth to 16bit, it will ask you to reboot, when
you have you should be able to access all screen resolutions & colour
depths.
