I am using the following code in the head of a page so that links will be
underlined when a user hovers over them. It works for most links, but not
all of them.
The pages are generated from a database (PHP/MySQL) and in some places, one
link will underline, and the following not.
Could someone please take a look at

Click on the "publications" link at the top of the page, then roll over the
menu at the left hand side of the page. All of the links underline except
"Technical Manuals". I cannot understand this, as each line in the menu is
generated by looping the same PHP script, and therefore should be identical.
The client is also reporting a strange lack of underlines in other places
(namely within the list of technical manuals in the central frame).
Perhaps I should also mention that the site uses a fairly complex nested
frameset. Could this be a factor?
