All files are .asp - I wanted the asp pages to use css variables for
each _user id_. Each _user_ in this case is actually a different site -
that's why I need some way of manipulating the css - so all the sites
based on the same underlying code have a different feel - I need the
site administrator to be able to modify the css without touching the
code (this is a public sector admin not tech).

Db's fine - SQL 2K on a dedicated box

I've just spent a fortune on books about xml/xslt and have not had time
to read them...
