I've used that too for menus, although there are some nice little free
applets out there that do a very nice job but the basic Dreamweaver one has
one main problem, doesn't pop up the menus in the right place half the
time - feel free to borrow the code from an old site I did here
http://www.rwatt.co.uk/oldsites/fells/ which has draggable, hideable menus
that pop up in the right place - tested in NS4, IE5, works imperfectly in
Opera 5 (but usable)
OK, it's not quite what you want, but its quite nice anyway :P

Lindsey,
I use show hide layers to create pop up navigation, if you need help contact
me off the forum. And if you really want to be smart with the pop up menu
you could place the layer in the time liine and at each key frame section
you can move the layer down to show 1 link at a time so when the user does
roll-over the drop down it does drop down and not pop up!
