That may be so but when they tell you that the charge is purely for the cost
of a human looking at your website, you wonder how much that guy gets
paid...

Yes, you go to http://www.zeal.com/ join and become a zealot (really) and
pass their multiple-choice test which gains you enough points to submit a
site. You have to read the instructions and have patience.
