Just a thought...

I've seen a number of sites using Java applets that just front IRC requests.
You could create an IRC server on your client's hardware and embed a
(freely downloadable) applet to offer the service you wish.

However, if your client has a firewall and access is required by users both
internal & external to their organisation, you could create an IRC channel
on an external server and only allow users to join the channel by
invitation only to avoid any parties external to your client's organisation
viewing the communication.

Again, external IRC's can be held via Java applets, or even by utilities
such as mIRC.
