This math is what Google PR is based upon, but their algo has changed from
this i think. I currently have sites running at between PR 3 and PR 5 when
they don't pick up penalties.

This looks like the more outgoing links a page has, the less each of
those links is worth (PR/C). Is that correct? That suggests that
anyone with PR1+ (I don't know what PR1+ is, but I get the strong
impression it's good) should be limiting the number of outgoing
links -- and then charging for them!
