The cheapest .com/.net/.org domain registrar that I found was a French
company called Gandi (gandi.net), which charges about $10/yr for a
domain name.
It is the only registrar that I can find which states that the the
registrant owns the domain name (according to their FAQ "...you are the
owner of the domain name you have bought, provided you pay for it every
year..."). You have an on-line control panel to make changes to your
domain name, but the only problem is their e-mail based support (they
just don't reply),

I've used uk2.net to reg domains but I tend to use their dns management
to point to other servers. The best service I've had for both domain reg
and dedicated hosting is www.webtapestry.net who are always ready to
help and have cheap reg fees (via Joker.com) and good tech skills.
