FN-FORUM search engine ranking

Could anyone recommend a way to get top 10 (ish)ranking for a client's site.
They want the words 'woodland burial' to get them onto the first page. I
have hand submitted to google, alta vista, the usual, but what about
services like top-pile or things that forum members offer? My clients are
looking for, as you would expect, the cheapest option - they are a charity-
so under £500 p.a. would be good.

Any thoughts?
