I used the German mirror and got it consistently at that speed, only
took an afternoon to get all three CDs.
As an alternative you could try Slackware which is only 2 CDs, or one of
the tiny distros...

be careful if you want internet and use a USB DSL modem, as the only one
that works (has drivers) as far as I know is the Alcatel SpeedTouch,
those with an Intel (like me!) are stuffed, if you use a router and
ethernet then you will be fine...
