If you need many people (>20) you could consider web conferencing (much
more efficient than videoconferencing over IP), but you will have to pay
for it: £15-£20/person/hour or so, so you need deep pockets for long, large
meetings.

A company (in Australia, I think) developed a Java-based standalone
whiteboard which my last employer adapted for their web site. I'll see if I
can find out who they were. Quick, but you probably need a central server
to run that. No known firewall problems, but probably not running on a wide
range of clients (mainly academic users).
