There are a number of reasons why a user may choose to alter the settings of
a viewer, ranging from hardware issues (ie. a monitor that can only display
at 1600x1200 but has a 17inch viewable area) or their own physical
difficulties (colour blindness, poor sight). The lists are almost endless
and frequently forgotten. It is just plain good UI design sense to try and
take at least some of these concerns into account.
It is unfortunate that too few web designers have neither the artistic or
technical training to think of these matters. They do present problems that
are not always surmountable, but it is nice to think that people will at
least give them some consideration.

(PS. then there are those of us who have had the training and experience but
are occasionally subject to brain-belches. Not that I even have, of
course.................. )
