You appear to be correct. There are:

www.ripe.net - European
www.arin.net - American
www.apnic.net - Asia Pacific

Between the three of them you should be able to determine who owns any
particular block of IP addresses.

For Raymond's info, 172.179.222.222 appears to be registered under arin
as an AOL IP block. So it seems it would show you as being in the US.
