I think we're seeing a medium term effect. When companies realise that
it's not just costs that are important because they get scr3wed over by
cheap/foreign outsourced companies then they'll come back to more local
suppliers. It's not the same as with a comodity like sportswear where
you've got something that an "unskilled" labourer can make - as software
gets ever more complex they're going to find that as technologically
advanced as they'd like to think they are, you're going to need highly
trained, highly specialised developers and engineers to implement the
solutions that companies expect and you're not going to get that with
all of the outsourced companies.

There's a one-page article in tomorrow's Economist: 'Outsourcing:
America's pain, India's gain'. It says the "export revenues of India's
software services market reached $6.2 billion last year, up from under
$500m in the mid-1990's".
Further, "from mid-2001, they put a freeze on investments in software
development centres and recruitment. Instead, an aggressive marketing
campaign was launched to boost the image of India as an outsourcing
location...".
