It was, at one point, possible to download the platform SDK in a piecemeal
fashion - I'm not sure if thats still true. Even if it is still possible the
individual pieces were not small.

Best bet would be to try and beg an out of date copy of the MSDN Library which
may be freely passed on (although I'm not sure I've got one I can let go).
