Personally I think it's because of all the rest of the junk that gets
added to the bottom of messages (particularly when it gets quoted time
and again in long threads).

The unsubscribe message gets lost when really that's the only thing that
needs adding to messages.

Having said that, it happens on all big mailing list, so the only viable
option may be tactical nuclear strikes on all offenders.
