well, i can see little need for frames first of all.
secondly the logo looks slightly more cheesy than a brie sarny covered in
melted chedder :D
get rid of the flash banner with that godawful font - space 1999 was an
enjoyable tv series but i wouldnt necessarily use the font ;) there are far
more modern fonts out to use and get a tech message across.
have the services the same colour as computing - looks more professional
imo, also try to be a bit more subtle with drop shadow!
change the links - badly change the links - they're way too 1992 when
rectangles were all the rage - a nice classy bit of css would serve you well
while at the same time reducing page size
the 'designed for MSIE 6' could be done in text rather than a cheesy graphic
contents okay, nothing too nasty about it - i would shift around those boxes
though, they're not in sight enough to be useful, but destracting enough to
annoy.
as for charging, well tbh zilch - im no designer and, sorry to be so
negative, i'd still be embarrased at producing such a site - i say this as
someone whose first looked a lot like this (but in far, far, far worse
colours!) a good 5 years ago.
its very much a 'i built this in frontpage' site, on the other hand if the
client wants to pay it'd be ruse to say no ;)
ideally rebuild it using the content and make it a bit more modern with
regards to fonts, etc. a quick glance around should give you enough ideas
for a starting point, without blatant nicking of anothers design - as we had
here a good 6 months back!
anyways, sorry to be so negative and good luck
