Sounds like typical bureaucratic
mumbo-jumbo-invent-an-obscure-round-the-houses-excuse to me! What they
really should of (sic) been confessing to is how the standards of
education in this country have been so abysmal over the last 20-odd
years, and that they're now 'reaping the benefit' of this themselves in
that they can only employ semi-iterate people!

LOL - and I'm a dimwit that failed his 11-plus twice and left school at
15!
