Because the government have something far more nefarious in mind.
Norwich Union, I believe, are starting to procure monitoring devices
which will be used to allow insurance to be sold on a pay as you go
basis. You only pay for the time you're driving and the rate differs
according to where and what roads you're on.
As this becomes more popular, it won't be long before the speeding
tickets start dropping on the mat because your own car shopped you for
doing 70mph as you overtake a wagon on a 60mph road.
