Maybe I'm wrong but I don't think you can technically.

However, what you could do is edit>select all the Scene you want to
'export'. Move cursor over any highlighted frame within the timeline,
right click (or apple+click, I think) and 'copy frames'. Now, if you go
to file>new, click on first frame of timeline, right click and 'paste
frames' and you'll have all the layers of the original scene plus the
original layer names.

A while ago I exported one scene on its own from a flash movie (flash 4)

and now i can't remember how I did it!

Any ideas?
