A firewall is always best as a standalone machine/appliance. Never put other
services on a box running a software firewall (you can't on a hardware one)

You do indeed need to specify which addresses are allowed access and also

the local machine first ..

I would back up Georges theory, but also add that CPU speed might make a
difference too. Check out if there is a big difference between CPU
speeds.
